Administrator for the section handling hazardous goods and flammable substances
MSB works for a safer society in a changing world with a focus on the development of civil defense. As of January 1, 2026, we will be the Authority for Civil Defense. The Authority for Civil Defense has two clear roles: we are the leading, directing, and coordinating authority in civil defense, and we are the sector-responsible authority for the preparedness sector of emergency services and protection of the civilian population. We are now looking for an administrator for our section handling hazardous goods and flammable substances.
The section's mission is to work with regulation, licensing, supervision, market control, and support to other supervisory authorities, as well as to develop and strengthen society's ability to prevent incidents involving hazardous goods and flammable substances.
Your responsibilities and tasks
As an administrator with us, you will work on various issues related to flammable substances. The work includes both accident prevention and crime prevention aspects. The position includes providing support to authorities in licensing and supervision matters, drafting regulations, and providing information and advice to companies and other stakeholders. The tasks also include producing informational materials and lecturing at training sessions organized by MSB or external organizers. In addition, you will participate in the unit's and the authority's overall mission.
Your knowledge and competencies
We are looking for someone who has:
- A university degree in natural sciences or engineering, preferably with a focus on chemistry, chemical engineering, or fire protection engineering, or equivalent knowledge that the authority assesses as equivalent for the position.
- Good ability to express yourself well in both spoken and written Swedish and English.
It is meritorious if you have:
- Experience working in the legislative area of flammable and explosive substances, e.g., handling, licensing, or supervisory work.
- Experience in drafting regulations and other legal texts.
- Knowledge of the municipality's mission in the area of emergency services, particularly regarding flammable and explosive substances or other accident prevention work.

As of January 1, 2026, the current employee and leader criteria will be replaced by the Authority for Civil Defense's approach for employees and leaders: The approaches apply in everyday life, crisis, and war. The three approaches should be seen as a whole and build on each other; collaborative – proactive - action-oriented.
To succeed in the position, we hope that you are proactive and have linguistic analytical skills. You drive the work independently, work in a structured manner, and have good collaboration skills as the position involves cooperation both internally and externally.
About the employment
We offer you a permanent full-time position that begins with a probationary period.
Your place of employment will be Karlstad, and travel is required in the position.
The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at MSB are war-placed.
About us
The unit for handling hazardous goods and flammable substances works for the safe handling of hazardous materials and to minimize the risks of accidents involving such materials.
The section for handling hazardous goods and flammable substances is responsible for the authority's regulations and general advice as well as support and development of society's preventive work in the areas of the law on the transport of hazardous goods and the law on flammable and explosive substances. The section is also responsible for tasks within supervision and market control, as well as issues related to the unit's responsibilities regarding protection against crime and terrorism. Within the legislative area of handling flammable substances, we are a group of 7 people and we primarily work with regulations, coordination of the municipalities' supervisory tasks according to LBE, and provide support to municipalities in licensing matters. We produce informational materials and participate in training related to our legislative areas. The function also has responsibility for market control over, among other things, gas appliances (e.g., gas grills or patio heaters).
